___________________________________ National Greenhouse & Energy Reporting - Year 2 (July 2010) The Department of Climate Change is urging all trucking businesses to review if they are required to report their energy use as part of the National Greenhouse and Energy Reporting (NGER) Act. Under the Act, all businesses whose energy use exceeds the relevant thresholds must register with the department by Monday, 31st August 2010. Some thresholds are lower than last year, meaning more trucking businesses will now need to report their energy use. For trucking companies, the thresholds for 2009-10 are; using 100 terajoules of energy in any one state or territory, or using 350 terajoules of energy in total during the year. This is equivalent to using 2.59 million litres of diesel in any one state or territory or 9.01 million litres in total. Trucking companies whose diesel use approaches these levels should take action now to check if they are required to register and report under the Act. Energy use reports are required to be submitted to the Department of Climate Change by Sunday, 31st October 2010. The department is also encouraging operators who act as, or employ sub-contractors, or those who operate through a joint venture or partnership to check if they are responsible for reporting their energy use. Under the Act, the responsibility of reporting falls to the company which has ‘operational control’ of a facility. The Act describes operational control as the company that has the most authority to implement operating policies, health and safety policies, environmental policies and meets the requirements of the regulations. The trucking industry could achieve even greater gains in fuel efficiency and reduce its greenhouse gas emissions through the use of longer, safer trucks on some routes. Following extensive work by ATA Council member Simon Skazlic, the scorecard is now available on the QTA website. It is designed to determine if businesses are required to report in situations where multiple companies are involved in the running of a facility. This situation is particularly applicable to businesses that employ, or operate as, subcontractors, or where multiple businesses run as a joint venture or partnership.
