NSW: Processing of heavy vehicle permit applications

Transport for NSW (TfNSW) advises they are experiencing unprecedented volumes of heavy vehicle permit applications; due to increases in freight volumes, increases in Performance Based Standards (PBS) vehicle uptake, network constraints, the fuel crisis, and emerging drought conditions; alongside resourcing constraints and third party consent delays, resulting in processing backlogs. Applications are generally assessed in the order they are received to ensure a fair and consistent approach for all operators.  

The National Heavy Vehicle Regulator (NHVR) manages the permit application process. They provide applications to relevant road managers, such as TfNSW, for their decision on access. TfNSW advises they work collaboratively with them to ensure safety, infrastructure protection and network integrity.

Where an application is required urgently, operators may contact NHVR and provide additional information outlining their circumstances. Escalation requests are considered on a case‑by‑case basis and do not guarantee faster approval.

We recognise the impact delays may have for operators and appreciate your patience as applications continue to be progressed. TfNSW advises they have taken steps to increase internal resources, leverage external service providers, and work closely with third party asset owners to improve application processing times and develop expanded access under Notice.

TfNSW advises they are also working with the Commonwealth, other jurisdictions, councils, and the NHVR to deliver the National Automated Access System.
