Upcoming changes - Important Changes to Telematics Monitoring for Special Purpose Vehicles in Queensland

Below is a message from the Chief Engineer, Department of Transport and Main Roads with important changes to SPV Telematics Monitoring in Queensland. 

The Department of Transport and Main Roads (TMR) is introducing changes to telematics monitoring requirements for Special Purpose Vehicles (SPVs) operating on Queensland roads.

These changes will transition monitoring from the Intelligent Access Program (IAP) to the Queensland Telematics Monitoring Application (TMA), while retaining mandatory telematics requirements.

From 1 July 2026, TMR will commence a six‑month transition period, with all existing IAP enrolments required to move to TMA by 31 December 2026.

New enrolments into IAP will cease from 1 July 2026. From 1 July 2026, all new enrolments must be made under the TMA scheme.

As IAP is currently mandatory for many SPVs, TMR is implementing TMA to ensure operators can continue to comply with permit conditions and maintain access to the road network. The transition supports improved consistency, reduced costs for industry, and the ongoing management of Queensland’s road assets.

This change applies to owners and operators of the following vehicles currently enrolled in IAP:

  • Category 1 Special Purpose Vehicles
  • Category 2 Special Purpose Vehicles
  • Category 3 Special Purpose Vehicles

Operators are strongly encouraged to transition as early as possible during the transition period to avoid compliance issues.

TMA offers lower ongoing costs and will replace IAP as the mechanism for meeting permit requirements. Vehicles not transitioned by 31 December 2026 will be non‑compliant and lose access to the Queensland road network.

As the road manager, TMR will use this telematics data solely for assurance and asset management purposes. Vehicle‑identifiable data is accessed only by authorised TMR users and is managed in accordance with the Data Sharing Agreement between TMR and TCA, as well as relevant privacy laws.
