CEO'S Message

This week we received the news that our Business Case to bring the Heavy Vehicle Driver Apprenticeship age down to 17 was approved by the Queensland Apprenticeship and Traineeship Office which is excellent news for the industry. Following the announcement of the apprenticeship in October 2022, feedback was that the age needed to be lowered from 20. This extensive body of work was completed by our Industry Skills Advisor, Camilla Elmes who did an outstanding job putting all the evidence of need, data and industry support together in the Business Case. This role is critical to the transport and logistics industry in Queensland and is just one example of the outcomes that are achieved. This position, along with the Industry Workforce Advisor position, is funded by the Department of Youth Justice, Employment, Small Business and Training.

 

With this announcement, employers now have the opportunity to recruit school leavers into the HV Driver Apprenticeship, which will be a huge boost to securing the future of the professional heavy vehicle driving workforce. We will continue to work on having the HV Driver Apprenticeship moved to Priority 1 funding which would make the apprenticeship appropriately funded.

I would also like to remind members to review the recent Award wage increases as well as the increase to the Overnight Allowance which is now called a Travel Allowance in the Award. If you are unsure about applying any of the increases, need a review of flat rates or daily rates, please contact Jim Challis (QTA Employment Relations Manager - jim@qta.com.au) to get clarification. 

 

Through ARTIO, I continue to work on the shaping of Minimum Standards and I will keep you updated once the draft legislation has been completed. This important issue will need close attention from you and feedback will be sought at the appropriate time. As always I welcome calls from any members who would like to discuss this issue or any other pressing issues.

 

The nominations for the QTA Road Freight Industry Awards are now open and I would encourage you to nominate staff who are excelling in your business. The links to the Awards can be found here. Tickets will be on sale next week for the Awards Dinner which is on 9 September 2023 at the Royal International Convention Centre. We have an exciting guest speaker who will feature on the night. All the details will be released next week.

Enhanced Zero Emission Vehicle Rebate Scheme now available!

As you’re aware, on 1 July 2022, a Zero Emission Vehicle (ZEV) Rebate Scheme (the Scheme) commenced in Queensland to support greater electric vehicle (EV) update.

 

Building on the eligibility criteria established within the initial Scheme, several enhancements have been made and are now in place. These enhancements will help ensure even more Queenslanders and Queensland businesses are able to access an even greater range of ZEVs.

WHSQ eSafe Incident Alerts

Fatal incident involving semi-trailer tipper

In March 2023, a truck driver suffered fatal injuries after becoming trapped between the tipper body and chassis of a semi-trailer tipper combination. Early investigations indicated the truck driver appears to have been inspecting one of the tipper trailers at the time.

 

These findings are not yet confirmed, and investigations are continuing into the exact cause.

Worker trapped in overturned dump truck

 

In May 2023, a worker sustained crush injuries when they were trapped in the cabin of an overturned dump truck. Early investigations suggested a worker was operating a nine tonne dual view dump truck that rolled over an embankment.

Gateway Motorway and Bruce Highway Upgrades - Consultation Summary Report

The Department of Transport and Main Roads (TMR) would like to advise the consultation report for community consultation undertaken on Gateway Motorway and Bruce Highway Upgrades during late 2022, is now available on the project webpage for download - https://www.tmr.qld.gov.au/projects/Gateway-Motorway-and-Bruce-Highway-Upgrades-North-Brisbane-to-Moreton-Bay-Region (under downloads, on the right hand side of page)

 

Thank you for your patience while this report was finalised. The community feedback provided is being considered as planning progresses for the upgrades.

As part of the Good people. Good jobs: Queensland Workforce Strategy 2022-2032, the Queensland Government is developing a new Queensland Vocational Education and Training (VET) Strategy to maximise outcomes from the government’s investment in skills and training.

 

Employers, small businesses, industry groups, training providers, schools, job seekers, parents and carers, students, apprentices and trainees are invited to have their say to ensure government investment is delivering the best outcomes for Queenslanders, employers and communities.

 

A discussion paper plus an online survey are now live at www.qld.gov.au/qvetstrategy, with forums to be held online and across the state to gather the views of stakeholders and users of the VET system. A range of stakeholders will soon be invited to attend a forum. You can register your interest to attend here.

 

Relevant and interested stakeholders are encouraged to contribute to this discussion to ensure our VET system is delivering the right outcomes and supporting Queensland’s continued growth. The consultation will be open until Friday 18 August 2023.

 

The Australian and New Zealand Standard Classification of Occupations (ANZSCO) describes all occupations in the Australian and New Zealand labour markets and is used to inform and shape educational pathways, skilled migration programs and workforce strategies that equip Australians with skills to get jobs and stay employed.

 

Comprehensive Review

 

The ABS has commenced a comprehensive review of ANZSCO to reflect the contemporary Australian labour market and better meet stakeholders’ needs. 

The second round of consultations is now open for industry feedback and submissions are invited up to 11 August 2023. Some of the occupations included in this focus round are:

  • Architectural, engineering & technical services - Engineering Manager, Civil Engineer, Transport Engineer, Electrical, Electronics Engineer, Mechanical Engineer, Production or Plant Engineer, Petroleum Engineer, Electronic Engineering, Building & Engineering Technicians nec (including Automation Technician)
  • Construction - Electrician (General), Crane, Hoist or Lift Operator, Earthmoving Plant Operators.
  • Electricity, gas, water & waste services - Gas or Petroleum Operator, Waste Water or Water Plant Operator, Recycling or Rubbish Collector (including Waste Removalist & Garbage Depot Worker)
  • Manufacturing - Metal Fabricator, Welder (First Class), Fitter (General) (including Diesel Fitter-Mechanic, Locomotive Maintainer, Mechanic (Diesel & Heavy Earthmoving Equipment)), Machine Operators nec, Bulk Materials Handling Plant Operator, Concrete Pump Operator,
  • Mining - Production Manager (Mining), Mining Support Worker
  • Repair & Maintenance - Diesel Motor Mechanic

Jobs and Skills Australia (JSA) is seeking feedback from stakeholders to assist with the development of their annual work plan. Your input on the work plan development will help JSA to provide high-quality independent advice to underpin Australia’s response to current, emerging and future workforce, skills and training needs.

 

The work plan will guide JSA in undertaking functions which are focussed on improving skills development, employment opportunities and economic growth. This is particularly important in the current economic environment where a shortage of skilled workers is one of the biggest economic challenges currently facing Australia. It is also important when looking ahead to emerging and future workforce skills and training needs.

 

To effectively do this, it is important that the approach for developing the annual work plan reflects the needs of JSA stakeholders.

 

JSA welcomes feedback on the consultation paper by 12:00pm AEST on Thursday 20 July 2023.

The Smith Family - Student Career Program

The Smith Family runs a fantastic program in Townsville and across a number of other areas in QLD - 'Work Inspiration Program' for students in years 9, 10 and 11 (more information).

 

Marlo Bronzi is the Project Officer for these programs and is looking to engage different employers in Townsville, to support the program moving forward to provide a taster of their business/Industry, preferably hands on where able as this draws the interests of the students.

 

Typically, the visits last around 2 hours with 15-20 students participating and will have a morning tea or lunch included in this (employers are asked to cater where they have capacity to do so).

NSW Road Conditions - NorthConnex Tunnel Closure

Information from Freight Branch - Transport for NSW

 

As part of routine maintenance, the NorthConnex Tunnel will be closed at 9:30pm Monday 10 July until 5am Tuesday 11 July.

 

For the safety of workers and motorists the tunnel will be fully closed to traffic. All traffic will be diverted via Pennant Hills Road to join the M1 at Wahroonga or M2 at West Pennant Hills during the closures. 

 

Heavy vehicles will not be fined for using Pennant Hills Road during the closure.

Changed traffic conditions on the Golden Highway, Belford

Information from Freight Branch - Transport for NSW

 

The Golden Highway between Range Road and New England Highway was temporarily closed from Monday 5 June to Friday 16 June.

 

This has been extended with a closure in place for both directions of the Golden Highway from 7am to 7pm on Saturday 8 July and from 7pm to 4am from Monday 10 July to Saturday 22 July, with the exception of Saturday 15 and Sunday 16 July. 

 

Access for heavy vehicles will be maintained through the Golden Highway. Please contact UHF Channel 28 on approach, and allow for a short delay at the closure points. Traffic Control will be in place to allow drivers into the laydown areas for further instruction.
