The Department of Transport and Main Roads (TMR) is continuing preparations for the implementation of the National Automated Access System (NAAS) and the new low loader access approach, scheduled to go live in Queensland in November 2026.
As part of the transition, TMR is introducing a staged approach to the duration of new and renewed low loader permits issued in the lead-up to implementation.
About NAAS
The National Automated Access System (NAAS) is an online access management system that automates road and structure assessments for heavy vehicle access decisions under the Heavy Vehicle National Law (HVNL).
Rather than relying on permits, NAAS provides operators with a tailored legal access map for their individual vehicle and associated operating conditions.
The map allows operators to identify a viable route and view important access information, including pilot and escort requirements, bridge travel conditions, time curfews and road closures.
Once access is confirmed through NAAS, the generated map becomes the legal access map and the journey can commence immediately.
Changes to Low Loader Permit Durations
To support a smooth transition to NAAS and the new low loader access arrangements, TMR will progressively reduce the duration of new and renewed low loader permits approved before the system goes live.
This staged approach is intended to help operators transition across to NAAS as it becomes available.
Importantly, existing low loader permits will not be affected. The changes apply only to new and renewed permits issued before NAAS and the new low loader access approach go live.
Implementation Timeline
New and renewed low loader permits will be issued for the following durations:
- Up to 24 August 2026: 12-month permit duration
- 24 August to 30 September 2026: 9-month permit duration
- 1 October to 15 November 2026: 6-month permit duration
- November 2026: NAAS and the new low loader access approach are scheduled to go live
Operators should be aware of these dates when applying for or renewing low loader permits over the coming months.
