Transport for NSW (TfNSW) advises that from 1 July 2026, PBS vehicles over 26m long operating under an access permit will no longer be limited to 90km/h on the NSW State Road Network. All existing road rules continue to apply. The National Heavy Vehicle Regulator (NHVR) has issued a formal permit variation letter to exempt affected permit holders from the existing restricted speed condition. The variation letter is available on the NHVR website.
This change applies to PBS permits that include condition RS01 – Restricted Speed Condition – Speed on Specific Roads.
This change has been made to:
align permit conditions with existing Notice arrangements for PBS vehicles over 26 metres
harmonise PBS vehicle operation across jurisdictions
support more efficient road freight transportation across the network.
Existing permits
TfNSW will remove the condition when an existing permit is reviewed as part of the renewal process and an updated access decision is provided to the NHVR. Until the access permit is updated, the NHVR variation letter provides an exemption from the condition. Operators must carry a copy of the letter with the relevant PBS access permit and produce it to an authorised officer on request.
New permits
New PBS permits issued from 1 July 2026 will not include the 90 km/h restricted speed condition.
All existing road rules continue to apply. Operators must continue to drive to conditions and operate safely at all times.
