QLD: Revised Traffic Management Plan requirements - Effective 26 May 2025

From Monday 26 May 2025, revised requirements for Class 1 oversize vehicles seeking access to the road network in Queensland will be implemented.
Heavy Vehicle Operators will be required to submit a Traffic Management Plan (TMP) at time of submission of their Class 1 oversize heavy vehicle application for:
- All loaded combinations exceeding 8m wide, 5.4m high and/or 45m long.
- Any move requiring travel against the normal traffic direction.
- Any move requiring the removal and replacement of, or changes to roadside furniture.
Inability to provide a TMP may result in a refusal under Section 159(2) of the Heavy Vehicle National Law stipulating the Road Manager may request a route assessment in order for the road manager to determine consent.
Why is this changing?
The Department of Transport and Main Road (TMR), together with Queensland Police Service (QPS), strive to enhance efficiency by streamlining the permit assessment process and providing a TMP at the time of permit application submission will help achieve this.
Both TMR and QPS require assurance that the transportation of oversize loads can be safely managed, reducing risks to both the community and infrastructure.
The purpose of a TMP is to identify hazards and risks associated with the movement of an over-size load focusing on the specific route and circumstances of an individual movement.
A TMP needs to include:
- details of the route, load and travel plan.
- emergency contact information.
- highly detailed information about pinch points (examples include bridges, intersections and reduced lanes)
- photos (or screenshots of Google Street View) of identified pinch points.
- comments detailing how travel through the pinch point will be managed.
Note: A TMP may be requested at the discretion of TMR, or another Road Manager, for moves outside the dimensions listed above where their assessment has identified pinch points, traffic conflicts or safety concerns.
