Queensland prepares for NAAS implementation for low loaders

The Department of Transport and Main Roads (TMR) has advised that the National Automated Access System (NAAS) will be implemented in Queensland for low loader vehicles from November 2026, following an industry preview stage in August.
The new regime will apply to low loader vehicles operating outside the National Class 1 Load Carrying Vehicle Dimension Exemption Notice 2025 (No. 2) and the National Class 1 Load Carrying Vehicle Mass Exemption Notice 2025 (No. 1).
What is NAAS?
NAAS is a web-based access management system that automates road and structure access assessments for heavy vehicles under the Heavy Vehicle National Law.
Operators will enter their vehicle combination details, including mass, dimensions and telematics information, into the system. NAAS will assess the individual vehicle against the available road and bridge network and generate a tailored legal access map.
The map will identify available routes and associated operating conditions, including bridge-crossing requirements, pilot and escort requirements, travel curfews and road closures. Where NAAS does not provide a viable route under notice, operators may need to apply for an NHVR permit through the NHVR Portal.

August 2026 — NAAS preview stage for low loaders
The preview stage will allow operators to explore the platform, familiarise themselves with its functions and understand how the new access regime may affect their operations before full implementation.
Registration will not be required to participate in the preview stage. TMR will advise industry when access becomes available.
October 2026 — NAAS implementation webinar
TMR has advised that a further webinar will be offered ahead of implementation to help operators prepare for the transition.
Dates to be announced — Regional NAAS roadshows
TMR has also advised that industry roadshows will be held at locations across Queensland to support operators ahead of implementation. Dates and locations will be announced, with QTA to share further details as they become available.
November 2026 — Full adoption for low loader vehicles
From November, access for affected low loader vehicles will be managed under the new regime through NAAS.
What operators should do now
Affected operators are encouraged to prepare by:
- registering for the NAAS Preview webinar on 7 August
- participating in the August preview stage
- testing and becoming familiar with the platform and its functions
- considering how NAAS may affect vehicle and route planning
- reviewing current internal processes for managing access permits and notices
- identifying any operational or administrative changes required before November
- providing feedback to TMR during the preview stage to help refine the system before full implementation.
TMR will make online tutorials, user guides and webinars available to support industry throughout the preview and implementation stages.
QTA encourages all affected members and operators to take part in the preview process, test the system against their operations and provide practical feedback before full adoption.
